I'm certainly not refuting anything in the original post, but I also don't necessarily buy into what I perceive to be its message: that nonprofits are choosing to only work within a small network, and should operate in a larger one including non-traditional candidates.<br /><br />Being a nonprofit executive director is a hard job, and in many ways more complex than the leader of a for-profit private company, because we have no universal goal like profit in the private sector.<br /><br />Fundraising experience and knowledge takes up a lot of an ED's time and effort. Therefore, it is really important for the entire organization that the ED can raise funds and manage the organization.<br /><br />I believe that having a bad executive director can be more damaging to an organization than having non executive director, and that does not mean that the person would be a bad executive director in any organization, but just one who is not the right fit.<br /><br />Also, I would argue that nonprofits don't have the same applicant pool that most private sector companies face. Nonprofit careers do not have a ladder. It's more like a game of chutes and ladders. Into the middle of all that muddle Tom Daschle's name appears. <BR/><BR/>The issues may be related because the discussion is about nonprofits but there is a lot of cable before you see the connections.<BR/><BR/>1. AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009, the economic stimulation package <BR/><BR/>As to nonprofits it is not clear there will be any funding at all or funding in the traditional way from the Federal government to the state and ultimately to local communities, AKA nonprofits. The pipelines of money through certain Federal agencies (possible examples such as EPA, HUD and HHS) may be the same or similar enough. However, the initial tasks for those Federal agencies include preparing regulations, paper work, forms, issues for contract compliance, relationship of the stimulation package to a proposed activity by the state or a nonprofit, as examples. <BR/><BR/>In brief the stimulation package provides <BR/><BR/>PURPOSES AND PRINCIPLES. <BR/><BR/>(a) Statement of Purposes.--The purposes of this Act include the following: <BR/><BR/>(1) To preserve and create jobs and promote economic recovery. <BR/><BR/>(2) To assist those most impacted by the recession. <BR/><BR/>(3) To provide investments needed to increase economic efficiency by spurring technological advances in science and health. <BR/><BR/>(4) To invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits. <BR/><BR/>(5) To stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases. <BR/><BR/>(b) General Principles Concerning Use of Funds.--The President and the heads of Federal departments and agencies shall manage and expend the funds made available in this Act so as to achieve the purposes specified in subsection (a), including commencing expenditures and activities as quickly as possible consistent with prudent management.<BR/><BR/>Two key words to me are in (b), "prudent management" - regulations and paper. <BR/><BR/>Of the five general purposes which would possibly include nonprofits? It's anyone's guess but right now I would guess the highest probabilities are (1) and (2) with a distant possibility in (5) if a nonprofit is providing an essential service to government by contract or grant.<BR/><BR/>In the process there will be other stakeholders coming into play. Will there be for instance grants for training people to access and properly handle the funding? Intervening contracts to some consulting firms sound familiar. <BR/><BR/>Over the past weekend a major, major law firm dropped everything and held a weekend retreat to asses the package and prepare for how they can best serve their big-time contracting clients access the funds, be accountable, clear off any existing barriers that would hinder stimulation contracts and meet all potential legal problems. They added it to their corporate culture immediately.<BR/><BR/>Local counties and city governments are scrambling around trying to figure out how they can be ready, but also successful in accessing funding. I wonder what the local nonprofits, United Ways, community foundations and others are doing. At any rate my view is they should take a careful look - because the old time money will continue to decrease and new issues will be addressed. I resent the fact that there are nonprofit leaders who want to perpetuate the myth that nonprofit CEOs are overpaid. Yes, there are many high paid CEOs and many overpaid CEOs of nonprofits. That is being documented and should be in the public ear. But of the 1.4 tax exempt organizations how many are we talking about? What is it they deliver? Are we talking nonprofits or family foundations - they are not the same? <BR/><BR/>Every day I hear from nonprofit groups asking about where they may find a grant for a program. They have budgets and active boards. They are raising funds locally, They are working the fields. The CEOs are volunteers or on salary at $500 a month, for example. Sure, one of the hopes for a grant is to increase salaries. But not near or equal to the six figures the few and the proud receive. The issues on salaries include: are the salaries competitive with the local market, tasks, experience, importance to the community, fair and defensible. <BR/><BR/>Nonprofits have enough enemies who will yell about high salaries, but do we need to hear it from ourselves so clearly?
